Chapter 4

Peter M. Miller became the fourth president of the Foundation in 2020. Under his leadership, we’ve updated our initiatives on postsecondary completion, educator preparation, water conservation, depression, and homelessness. Two of our major partners in the mission of water conservation are the Meadows Center for Water and the Environment at Texas State University and Texas Water Foundation.


We reflect on The Meadows Center for Water and the Environment’s impact on the people of Texas—a legacy made possible through the generous support of The Meadows Foundation. Our mission is rooted in advancing research, innovation, and leadership that ensures clean, abundant water for future generations. Over the past two decades, the Meadows Center has emerged as a leader in water research and environmental stewardship. Our researchers are at the forefront of understanding the intricate dynamics of Texas’ water systems, tackling critical issues such as groundwater sustainability, climate impact adaptation, and environmental education.

One of our flagship initiatives, Texas Stream Team, has empowered over 12,000 community scientists to monitor and protect water quality across the state, exemplifying the tangible impact of our work on local ecosystems. Our research not only informs policy decisions but also provides actionable insights for communities to manage their water resources effectively.

The Meadows Center’s efforts also extend beyond academia as we actively engage with communities, policymakers, and other stakeholders to ensure our research translates into actionable solutions. Through initiatives such as community-driven watershed protection plans, we unite diverse perspectives to create sustainable water management practices. As we continue our journey, we remain steadfast in our commitment to advancing water research that benefits all Texans. We look forward to many more years of impactful research and collaboration.

As a statewide nonpartisan nonprofit pursuing a secure water future for all Texans, we share a commitment to our fellow Texans while understanding the challenge of meeting the needs of a growing and diverse state. In our role as a neutral convener and non-advocacy subject matter expert, we work to identify critical water policy discussions and ensure their implications are well understood by decision-makers and the public.

Our work carries out a wide range of actions, including supporting the educational activities of the Texas House Water Caucus; empowering future leadership through skill development and network building in the innovative Texas Water Leaders Program; convening decision-makers and stakeholders toward collaborative policy work; encouraging all Texans to value and understand water through the Texas Runs on Water awareness campaign; and so much more. TWF continues our tradition of working to elevate the issue of water and its importance to social well-being, public health, and economic vitality in our state.
